The number of lines on a banded rudderfish varies (descrease) with
certain individuals and by age. The telltale is actually the line through
the face and white tips on the fins. The shape is sort of like a weakfish
and the size you gave fits. So, it is most likely the rudderish (that and
the fact they have been caught in NJ recently).
