Let's expand on what RobS just posted. Let's not take any action. Continue to fish, net, & kill everything that swims. Over fish every body of water. And let's not forget to keep the pollution levels high, by our current habits.
Eventually, say in just one or two generations, when no one considers fishing and head boats become just a memory because there is nothing to fish for, the stocks will come back. As the stocks are replenished, fishing increases and then we repeat. I cannot thing of one example where man learned from history.
When one looks at the big picture, what's a few generations when you consider how old the earth has been around.

I think the answer is to try something. Doing nothing is to accept the status quo and whatever follows and then complain about it. Contact people, create a group effort, etc. In my life there are a number of things that have changed because of human effort and I 'm not ready to accept bad results due to non-action. Can't guarantee that it will work but doing nothing guarantees that it won't. I'm ready to try something

That's a great idea. I think the first step is admitting you can't make a living anymore from catching and keeping striped bass. It's just not sustainable. It's been proven. It's a shame that some people's livelihoods will be affected but again let's look at it from a Florida perspective. Many charter captains make a living taking clients out for tarpon, bonefish etc... No one keeps these fish. You almost have to alter your thinking and pretend striped bass are not edible, then the problem corrects itself.

Nomoco 3pm-530 had my first ocean stripers 1 ona mag dart and 3 on bomber. The biggest was 20 inches. Still a good trip

Hit couple beaches in nomoco last couple evenings. Couple very small ones on plugs and teasers. And I mean real small...the ones that usually come at end of run. Keep holding out hope for things to light up...it went nuts this time last year. But it just seems so dead out there the last week! What happened to the peanuts this fall??? Sand eels??? Seems like adult bunker or bust!

I was out last week in sea bright and saw a few schools of peanuts being worked by real small bass

Out yesterday managed 5 shorts, including 2 footballs! Most interesting thing was the birds working over schools of small bait. Splashes of fish on them as well, I’m thinking sand eels (out of casting range of course). No bunker in sight.

Last night oc buddy and I picked couple 1lb bass incoming...i also got a skate...saw bait guy pull 3 dinksters and doggy...may have another trip or two but i live an hour away and the lure of the micro isn't enough right now...i know I will have a different attitude about that after I haven't salt fished for 3-4 months and my eye is twitching

I'm going Sunday and Tuesday next week; hard to stay positive but if you are a Surf Fisherman you need to stay motivated thru empty days and nights; we are all very tough and motivated...or all a little crazy and unbalanced; I guess with this group it's both

Im in the same boat, an hour + drive down but it is what it is.
