Default Salmon Spining vs Salmon Casting Rods

I was wondering why Salmon casting rods seem to be rated for a lot heaver lure vs. Salmon spinning rods. The reason I'm asking is I love fishing salmon spinning rods in the (light) surf.

They are very comfortable, easy casting rods with a shorter butt section. It's hard to find a 9' salmon spinning rod rated for 3 ounces yet the 9' salmon casting rods are rated to 4 or 5 ounces.

Could you build a spinning rod on a casting rod blank or are there other things involved? Thanks.

I will keep my eye on this to see if it drums up any great answers (which I don't have.)
